PROBLEM TO BE SOLVED: To construct a traffic jam condition display system for carrying out traffic jam prediction under the consideration of an environment or condition in retrieval.;SOLUTION: A traffic jam predicting device 3 stores traffic jam information 313 inputted by a traffic jam information inputting part 5 with time information 311 and attribute information 312 in a traffic jam database 31 as past information. A condition setting part 33 sets the traffic jam information 313 and the time information and attribute information associated with the time and attribute information associated with the previous time as the retrieval conditions of the traffic jam database 31.
