PROBLEM TO BE SOLVED: To prevent hit-and-runs by easily, reliably and rapidly specifying a vehicle that caused a property-damage-only accident to a road infrastructure.;SOLUTION: In this system which prevents hit-and-runs in the event of property-damage-only accidents to a road infrastructure 2 by easily, reliably and rapidly specifying road layout information and offending vehicle information, a vehicle information retainer (wireless tag) 10 for storing vehicle parts and vehicle number that can be read using an external wireless communication means is secured to the vehicle. The road infrastructure has a sensor 21 for detecting accidents and an accident detection unit 20 for reading vehicle information from the vehicle information retainer upon the sensor detecting an accident and for forming and reporting accident information to a predetermined destination 60. At the destination an attendant can specify the offending vehicle based on the vehicle information.
