PROBLEM TO BE SOLVED: To provide a city revitalizing method for creating a new town in an aerial region standing over existing buildings while decentralizing the rights of an existing city in underground, ground and aerial multilevels.;SOLUTION: Aerial buildings and buildings supporting the buildings are constructed in areas in accordance with specified standards while integrally incorporating public open vacant grounds/accidental prevention vacant grounds/accidental prevention spaces in ground surfaces and places of these kinds. Herein, the rights of existing buildings/aerial buildings/buildings supporting theses are coordinated with one another on a separate/independent/mixed basis, spaces/structures/functions are improved matching to an aerial building plan for vacant grounds/rebuilding places/scales in the areas, and multilevelled buildings vertically separate from existing building groups are constructed in three dimensional complexes.;COPYRIGHT: (C)2005,JPO&NCIPI
