The present invention a solubilizer used in preparation of an Nrf2 induction revitalizing agent by using an Nrf2 activating complex having high active oxygen scavenging activity as well as inhibiting NO activation and having a skin whitening effect; an Nrf2 induction revitalizing agent manufactured by using the same, cosmetics, essence type cosmetics (including facial mask packs), and a method for manufacturing the same. The present invention can provide cosmetics having excellent skin tightening and antioxidant effects and excellent skin inflammation prevention and skin whitening effects by helping activity of Nrf2 distributed in an epidermal layer of the skin to highly improve active oxygen scavenging performance.
