PPROBLEM TO BE SOLVED: To provide a circulating water precooler for a cooling tower that can decrease the temperature of circulating water supplied to the cooling tower simply by expansion to the upper portion of the existing cooling tower, can eliminate the capacity shortage of the cooling tower without increasing an installation area, has improved energy-saving properties, facilitates the management of maintenance, or the like, and has improved laborsaving properties. PSOLUTION: The water circulating precooler comprises a circulating water dropping vessel having a bottom board section, a number of drop holes of circulating water formed on the bottom board section, and a sidewall section for surrounding the bottom board section; a heat exchange section connected to the lower portion of the bottom board section; a filler arranged inside the heat exchange section; an air suction opening formed at one sidewall section of the heat exchange section; a suction fan arranged at a sidewall facing the air suction opening; a circulating water supply pipe that has a connection section connected to the circulating water water pipe of a cooling tower and supplies cooling water to a circulating water dropping vessel; and a connection unit section for connecting the heat exchange section and the upper water vessel of the cooling tower.
