PURPOSE: A soundproof member for a cooling tower and the cooling tower are provided to suppress various noises produced in a cooling process of circulating water to the utmost and to enable smooth drainage. CONSTITUTION: A soundproof member(80) for a cooling tower comprises a body(50), plural nozzles(62), and a water-collecting tank(70). The body includes a front suction face to which a stabilizer(52) is installed; a rear exhaust face to which an eliminator(54) is installed; both sides connecting the suction face and the exhaust face; a top face; and an opened bottom face. The nozzles jet circulating water of high temperature toward the eliminator from the stabilizer side. The water-collecting tank is seated to the lower end of the body in a state of having an outlet(72) to one side to collect the circulating water. The soundproof member for the cooling tower includes a first structural layer closely interposed along the sides and top of the inside of the body in a state of having first fine holes of first size, and a second structural layer of at least one layer interposed in the upper part of the first structural layer of the bottom face direction of the body in a state of having second fine holes of second size smaller than the first size of the first fine holes. The first structural layer traverses between the opened bottom face of the body and the water-collecting tank. The second structural layer is inclined in a state of getting lower toward one side or is inclined in a saw blade shape.
