PROBLEM TO BE SOLVED: To provide an engineering research and development evaluation system and its method capable of effectively evaluating the engineering research and development in electric power business.;SOLUTION: An engineering research and development evaluation server 10 searches a database for evaluation 15 on the basis of an engineering research and development theme transmitted from a terminal device 20 of a person in charge, and obtains a group of keywords to be refereed in scoring the evaluation based on the evaluation standard predetermined on the engineering research and development theme, and an evaluation point of each keyword of the group of keywords to transmit and indicate the same to the terminal device 20 of the person in charge. The person in charge creates a research proposal by using the group of keywords as much as possible while referring the evaluation point of each keyword, and transmits the proposal to the engineering research and development evaluation server 10. The engineering research and development evaluation server 10 extracts the keyword described on the research proposal in reference to the group of keywords, and evaluates the engineering research and development theme on the basis of the evaluation point of the extracted keyword.;COPYRIGHT: (C)2006,JPO&NCIPI
