PPROBLEM TO BE SOLVED: To provide a management server of a park-and-ride system in which a charge of a toll road and an admission fee of an event hall are made into a set by using an IC card of an automatic charge payment system and to provide the IC card to be used in the server. PSOLUTION: The management server is provided with an IC card database and a collation means for deciding whether a visitor can pass the toll road or not by receiving card identification information that an onboard unit loaded on a vehicle which the visitor of an event drives reads from the IC card from a roadside antenna of the automatic charge payment system by short distance radio communication and retrieving the IC card database based on card identification information and deciding whether the visitor can enter the event or not by receiving card identification information that an entrance management machine arranged in the event hall reads from the IC card and retrieving the IC card database based on the card identification information.
