PROBLEM TO BE SOLVED: To provide a management server in an automatic charge payment system automatically paying a toll on a toll road or a charge at a shop and the like.;SOLUTION: This management server is provided with a history database, a prepaid card balance database, a collation means receiving usage history information stored in the prepaid card and collating it with the latest usage history information of the prepaid card, a payment means subtracting a used charge from the balance stored in the prepaid card balance database and turning the balance into a new balance for settling accounts if the collation result is in agreement, and a history means forming usage history information based on the position data and usage date of the use of the prepaid card after settlement, storing it as the latest usage history information, and transmitting the formed usage history information.;COPYRIGHT: (C)2004,JPO
