PROBLEM TO BE SOLVED: To provide a stepping motor driving device, and a device and a method for detecting stepping-out, capable of quickly detecting and preventing occurrence of a stepping-out phenomenon without using any exclusive components.;SOLUTION: This driving device is provided with an RF amplifier 7 for detecting the focus error signal of a pickup 3, an acceleration sensor 9 for detecting the focus-direction vibration of a casing 10 having the pickup 3 mounted thereon, and a controller 8 for determining the presence of stepping-out on the basis of the focus error signal of the pickup 3 and the vibration information of the casing 10.
