PPROBLEM TO BE SOLVED: To provide a personal identification number collating system for making analysis of a personal identification number difficult by a third person even when leaked communication data are used. PSOLUTION: A key server generates a personal identification number entering device number and a personal identification number entering device key obtained by enciphering the personal identification number entering device number, and feeds them to the personal identification number entering device. The enciphered personal identification number entering device key is decoded by the personal identification number entering device, and a personal identification number entered by a user is enciphered based on the personal identification number entering device key. The enciphered personal identification number and the personal identification number entering device number are transmitted to a personal identification number collating device. The personal identification number collating device generates the personal identification number entering device key obtained by enciphering the personal identification number entering device number, decodes the enciphered personal identification number based on the personal identification number entering device key, and collates the enciphered personal identification number with the previously stored personal identification number.
