PPROBLEM TO BE SOLVED: To solve problems in determining stability of power generating performance in aging of a solid polymer fuel cell wherein it is necessary to consider individual difference for every cell and it is difficult to make correct determination. PSOLUTION: A stability discriminating device for the fuel cell is provided with a voltage measuring part 12 for measuring voltage values outputted from the fuel cell 10, or the respective output voltage values of a plurality of cells of the fuel cell 10; a timer 22 for clocking elapsed time; and a discriminating part 21 for discriminating the stability of power generating performance of the fuel cell 10 from the relation between the fluctuation width of the voltage values and the elapsed time using a predetermined reference.
