PPROBLEM TO BE SOLVED: To provide a simple support system for creating an operation program of electric energy in power consignment saved in time and labor to the minimum, and a support program for creating the operation program of the power consignment. PSOLUTION: The support system for creating the operation program of the power consignment is provided with: a demand prediction means that predicts incoming electric energy that a customer requires on the basis of actual data of a data base; a power transmission program means that creates a program of power transmission electric energy to a power system from a required generator set on the basis of the prediction of the incoming electric energy by the demand prediction means, and stores the program in the data base; a data output means that outputs calendar information that is set with a date classification by a calendar information generation means, the prediction of the incoming electric energy by the demand prediction means, and the program of the power transmission electric energy by the power transmission program means, in a manner noticing them; and a data changing means that changes the calendar information, the prediction of the incoming electric energy by the demand prediction means, and the program of the power transmission electric energy by the transmission program means, or the like.
