PPROBLEM TO BE SOLVED: To provide a method, an apparatus and a control method for charging scrap or molten iron into a converter or a pre-treating furnace which realize prevention of spouting flame or black smoke from the furnace opening part to thereby enable a large quantity of scraps to be melted. PSOLUTION: When the scrap is charged into the converter 1 or the pre-treating furnace containing molten iron, or when the molten iron is charged into the converter 1 or the pre-treating furnace containing the scrap, spraying of cooling water and/or atomizing of mist, are performed to the furnace opening part from above the furnace opening part. Further, instead of the spraying of the cooling water and/or the atomizing of the mist, the interval between the furnace front side and the furnace opening part upper side space, can be shut off by blowing inert gas toward the furnace front side from above the furnace opening part, or the blowing of the inert gas together with the spraying of the cooling water and/or the atomizing of the mist, can be performed.
