PROBLEM TO BE SOLVED: To improve the fitting accuracy of belt-like sheets (seal materials) and prevent the dropping by temporarily fitting the belt-like sheets made of nonexpansive rubber in parallel to the recesses of a segment end formwork, and burying the belt-like sheets when concrete is placed. SOLUTION: When a seal groove 2 is formed on the peripheral side faces 1b, 1c of a lining segment 1, flexible belt-like sheets 2a, 2b made of nonexpansive rubber are removably fitted in parallel via a presser plate in the recesses provided on an end formwork. Concrete is placed in the formwork, the belt-like sheets 2a, 2b are buried in the concrete at one end, the formwork is removed after hardening, and the segment 1 and the seal materials 2a, 2b are integrated. A bulge section may be formed or a serrate section may be provided at the burial section of the seal materials 2a, 2b to increase the sticking strength to the concrete. The fitting work of the seal materials 2a, 2b at a site is not required, and the seal groove 2 is accurately formed. The work can be efficiently conducted.
