SOLUTION: A selection part 1 selects traffic information of respective links in the center area and eight peripheral areas and outputs traffic information of links to area traffic information calculation means parts 21 to 29 and outputs traffic information of the forecast object link to a storage part 310 . When traffic information of links are inputted from the selection part 1, area traffic information calculation means parts 21 to 21 calculate traffic information of areas and send them to storage parts 31 to 39 . N latest traffic information of the center area and peripheral areas are stored in storage parts 31 to 39 . N latest traffic information of the forecast object link are stored in storage parts 31 to 310 . Each time when new traffic information of areas and traffic information of the forecast object link are inputted to storage parts 31 to 310 , a forecast part 4 reads out N traffic information of areas and those of the forecast object link to forecast traffic information.
