PROBLEM TO BE SOLVED: To provide a method having high economical efficiency as compared with a method adapted at the present time in relation to the removal of dioxins in incineration ash or polluted soil, reducing the removal treatment cost of an organochlorine compound and dioxins and certainly stabilizing and detoxifying dioxins and to respond to the requirement of facilities for enabling the conservation of labor by a simple apparatus and easy operation on the site of waste incineration facilities. SOLUTION: An organochlorine compound and dioxins being pollutants in incineration ash or soil are easily decomposed by hot alkali reaction and direct irradiation reaction by electromagnetic waves to be removed. These reactions are accelerated by preliminarily adding zeolite. This automatic and continuous decomposition treatment apparatus can treat a large amount of incineration ash easily, economically and safely in a short time. The treatment cost of dioxins by this apparatus is reduced as compared with a conventional incineration ash melting method or high temperature decomposition method, and an apparatus building cost can be reduced to 1/10 and an operation cost can be sharply reduced to about 1/5. The dioxins removing technique high in economical efficiency can be applied to the present waste incineration treatment plant.
