PURPOSE: To perform a continuous electrical discharge by a method wherein a step-up transformer and a capacitor are employed for an oscillation during a turned-off state of a switching element, and when a voltage at the switching element for the set-up transformer is lower than a voltage at a power supply side for the switching element during this oscillation, a signal is transmitted in such a manner that the switching element is turned on. ;CONSTITUTION: There are provided rectifying elements 2, 3 for rectifying an AC power supply to a DC power supply, a step-up transformer L connected in series with the DC power supply and a switching element 5. A capacitor 6 is connected in parallel with the step-up transformer L. Energy is accumulated in the step-up transformer L during a turned-on state of the switching element 5, and then the step-up transformer L and the capacitor 6 may produce an oscillation during a turned-off state of the switching element 5. When a voltage at the switching element 5 of the step-up transformer L during this oscillation is lower than a voltage at the power supply of the switching element 5, a signal is transmitted to the switching element 5 from an external signal producing device in such a manner that the switching element 5 is turned on.
