The treatment elements including rollers (5,15) and belt (2) are in contact with a to-be-treated web (W) e.g. paper. The particles of material e.g. surface sizing agent charged with preset potential are provided in the material flow path so that charged particles (13a) are transferred directly or indirectly onto the surface of fibrous web for adherence to the web. An independent claim is also included for apparatus for transferring material to fibrous web.
