PURPOSE: A system and a method for constituting a check matrix for a regular low density parity check code are provided to facilitate a constitution of the check matrix by using a regular and triangular matrix. CONSTITUTION: A system for constituting a check matrix for a regular low density parity check code includes a first square matrix generation part(421), a second square matrix generation part(422), a coding block setting part(423), a matrix calculator(430), and a check bit generation part(440). The first and the second square matrix generators form the first and second square matrices. The coding block setting part sets a coding block used for a checking operation. The matrix calculator receives the outputs from the first and second square matrix generators and the coding block setting part and performs matrix manipulations to calculate a predetermined equation. The check bit generation part calculates the check bit of the coding block from the predetermined equation.
