PURPOSE: A coating film forming method and a cathode ray tube including a panel on which the coating film is formed are provided to minimize surface tension of a panel glass by improving a method of processing the surface of the panel glass, thereby obtaining uniform make transmissivity, reflectivity and resistance characteristic. CONSTITUTION: A coating film is formed on the surface of a panel glass included in a cathode ray tube. The surface of the panel glass is processed using active oxygen(S410,S420), and then the coating film is formed on the processed surface of the panel glass(S430). The coating film has the average distance between protruded portions of less than 0.01 micrometer and surface roughness of less than 0.005 micrometer.
