PURPOSE: A bus arbiter dynamically fixing a bus priority using an interrupt signal or a privilege signal, and a bus arbitrating method thereof are provided to enhance a bus use efficiency of an RTOS(Real Time Operating System) multiprocessor system. CONSTITUTION: A device(300) stores a variable bus occupation ratio adding/subtracting a basic bus occupation ratio of a CPU(320), and the basic bus occupation ratio of the first and the second mater device. Selectively inputting the bus occupation ratio adding or subtracting the variable bus occupation ratio from the basic bus occupation ratio of the CPU in response to the interrupt signal provided to the CPU, and inputting the basic bus occupation ratio of the first and the second master device, the bus arbiter(330) arbitrates the priority of a system bus depending on the bus occupation ratio of the CPU, and the first and the second master device.
