PURPOSE: Provided are a thermoplastic elastomer composition capable of producing a powder-molded product having excellent melt fluidity and powder flowability, and exhibiting high quality of texture and touch, a powder-molding material comprising the same, and a manufacturing method thereof. CONSTITUTION: The thermoplastic elastomer composition comprises 50-200 parts by weight of styrene-ethylene-butylene-styrene copolymer rubber or hydrogenated styrene butadiene rubber, 50-200 parts by weight of ethylene-octene copolymer elastomer or ethylene-butene copolymer elastomer and 1-1.0 parts by weight of bis(t-butylperoxyisopropyl)benzene or 2,5-bis(t-butylperoxy)-2,5-dimethyl hexane, based on 100 parts by weight of polypropylene resin, and has a melt index(ASTM D1238) of 30-100g/10min under a load of 2.16kg at 230deg.C. The powder-molding material comprises 100 parts by weight of powders which is prepared by pulverizing pellets obtained by heating and mixing the above elastomer composition, at ultra low temperature pellets, and 0.1-1.5 parts by weight of silicon dioxide.
