PURPOSE: A bumper cover-upper structure capable of absorbing impact in multi-stages is provided to absorb impact force transmitted through the upper part of a bumper cover in multi-stages by a stairway-shaped structure and a fastening unit. CONSTITUTION: A bumper cover-upper structure capable of absorbing impact in multi-stages absorbs impact force and then transmits the impact force to a vehicle body(5) if a vehicle collision occurs. The bumper cover-upper structure includes plural horizontal surfaces(301,303) horizontally extended to the vehicle body side from the outside of the vehicle body and plural vertical surfaces(302,304) vertically inflected and extended between adjoining horizontal surfaces. The bumper cover-upper structure has a stairway-shaped structure(300) wherein the horizontal surfaces and the vertical surfaces are alternately arranged.
