PURPOSE: An apparatus and a method for estimating video quality using preestimated-value correction are provided to reduce an estimation time, perform real-time estimation and carry out objective estimation according to a predetermined reference. CONSTITUTION: A source video input part(1) receives a source video as an original video. An estimation target video input part(2) receives an estimation target video. A picture quality estimation part(3) estimates picture quality based on the source video and the estimation target video. A correction feature extraction part(4) extracts a feature necessary for correction based on the source video and the estimation target video. An estimation value correction part(5) calculates a correction value by using a correction feature vector which is an output of the correction feature extraction part.
