PROBLEM TO BE SOLVED: To provide a video quality estimating device for much more accurately estimating video quality under the consideration of the length of propagation los of a video frame.;SOLUTION: The video quality estimating device is provided with a packet analyzing section (10) for deriving the bit rate of an encoded video packet included in an input IP packet and the number of deteriorated frames of the encoded video frame due to loss of the encoded video packet; an encoded quality estimating part (11) for deriving the first video quality value quantitatively expressing the quality of the encoded video data receiving an influence of the deterioration due to encoding based on the bit rate; and a video quality estimation section (12) for deriving the second video quality value, quantitatively expressing the quality of the encoded video data receiving an influence of encoding and a packet loss from the number of deteriorated frames and the first video quality value.;COPYRIGHT: (C)2011,JPO&INPIT
