PURPOSE: A wireless communication system and a wireless communication device are provided to suitably allocate data transmission radio resources to each mobile terminal by determining a transmission mode according to transmission capability as well as reception quality of each mobile terminal. CONSTITUTION: A base station(15) receives a transmission signal from a user by means of an antenna(1100) and a transmission/reception shared unit(1101) and demodulates the signal by means of a despreading unit(1102). A re-transmission request message extracted by a re-transmission request message extracting unit(1104) is transmitted to a controller(1107). A mode request message extracted by a mode request extracting unit(1105) is transmitted to a mode determining unit(1106). The mode determining unit(1106) determines an optimum modulation method/coding rate based on the mode request message and a state of base station resources and allocates data transmission radio resources such as code resources or power resources to a user. The controller(1107) checks whether there is a re-transmission request message, and if so, the controller(1107) transmits an initial transmission mode and a re-transmission mark to a control data generating unit(1108), an adaptive coding/modulating unit(1112) and a re-transmission buffer(1113). If there is no re-transmission request message, the controller(1107) transmits a transmission mode determined by the mode determining unit(1106) to the control data generating unit(1108), the adaptive coding/modulating unit(1112) and the re-transmission buffer(1113). The control data generating unit(1108) generates a message for transferring a transmission parameter selected by the controller(1107) to a user terminal. The adaptive coding/modulating unit(1112) codes/modulates a transmission signal according to a coding/modulating method selected by the controller(1107).
