PURPOSE: A system and a method for evaluating seismic safety are provided to evaluate seismic safety of an object to be tested by using 3-axis time history seismic data and structure analysis data. CONSTITUTION: A seismic detection system(10) measures the ground and 3-axis free field time history seismic data of an object to be tested. A data input module(20) converts received seismic data to a model for the system. The data input module receives anti-seismic reference data and structure analysis data. A structure analysis module(30) performs dynamic structure analysis by using the structure analysis data and the seismic data from the data input module. A layer response analysis module(40) receives a response time history and performs a layer response analysis to obtain a layer response spectrum. A database module(50) includes the anti-seismic reference data, structure analysis data, and structure and time history response data. A comparing module(60) compares the data stored in the database module to measure the safety of the object to be tested. An output display module(70) outputs the result safety.
