To provide a method for manufacturing fuel charcoal using food garbage by controlling supply of oxygen and transfer of the raw material while lowering raw materials into a heat treatment process to completely heat treat the raw materials and passing the heat treated raw materials through water supply, steam generation and steam penetration processes to change the raw materials into the fuel charcoal. The method for manufacturing fuel charcoal using food garbage comprises the steps of: injecting raw materials comprising pure food garbage, sawdust and binder to a heat treatment process by a rotation control motor(11); continuously heat treating the raw materials while the raw materials are being lowered; completely heat treating the lowering raw materials by controlling supply of oxygen and transfer of the raw materials by a control motor(7); and injecting supply water into the raw material and generating steam from the raw materials, thereby penetrating steam into the raw materials to change the raw materials into the fuel charcoal, wherein oxygen is injected into the raw materials after the raw materials are ignited by a heat treatment furnace(5) and an oxygen supply member(6), an ignition burner(14) is used only to ignite the raw materials, a heat discharge port(4) is connected to a dryer to use heat of the heat discharge port in drying of the raw materials, and heat discharged from the dryer is used in a steam discharge port(13) and a dust collector of a dust collection facility.
