A gob stabilizing method of blasted rock including harmful heavy metal is provided to prevent environmental pollution from harmful heavy metal, and to recycle blasted rock as subbase course material or filler by mixing blasted rock with an alkali agent or coating blasted rock with the alkali agent. Gobs of blasted rock are collected in the course of road construction(101). Heavy metal components are detected by measuring concentration of hydrogen ion among collected blasted rock, and the collected blasted rock is divided into normal or stabilized materials(102). A floor is reinforced on a foundation ground by the blasted rock before filling the ground in case of blasted rock including heavy metal(103,104,105). An alkali waterproof layer is formed by spreading an alkali agent on a floor reinforcing layer(106). The blasted rock is loaded on the alkali waterproof layer, and coated by the alkali agent to restrict harmful heavy metal from being exposed out(107). The alkali coating layer is coated by earth and sand, and a road bed filled ground is paved on the alkali coating layer(108).
