PROBLEM TO BE SOLVED: To obtain a harmful heavy metal-reducing material which makes harmful heavy metals in contaminated soil harmless, reduces elution of the heavy metals into underground water, etc., and to provide a method for reducing the harmful heavy metals.;SOLUTION: The harmful heavy metal-reducing material comprises air-cooled blast furnace slag powder and a heavy metal immobilizing agent. The air-cooled blast furnace slag powder has fineness of ≥500 cm2/g Blaine specific surface area, ≤30% vitrification ratio and/or ≥0.5% sulfate sulfur. The heavy metal immobilizing agent is one or more selected from a clay compound, zeolite and a chelate compound. The harmful heavy metal-reducing material further contains an alkali substance.
