PPROBLEM TO BE SOLVED: To convert not only clusters of water being a medium but also organic matter to ultrafine particles to perform the efficient decomposition treatment of the organic matter by fermentation bacteria and to perform the culture of useful fermentation bacteria at the same time. PSOLUTION: This fermentation bacteria culture plant 1 is constituted of a seed bacteria tank 2 for housing fermentation bacterial seeds, an additive tank 3 for an additive containing molasses, a water finely dividing device 4 for receiving the supply of tap water (w) and finely dividing the clusters of the tap water by the impact force of the high speed water streams caused by a high pressure pump 41, shearing force by a large water stream difference and ultrasonic waves caused by the rupture of air bubbles, a fermentation bacteria culture tank 5 receiving the supply of the fermentation bacteria seeds, the additive and fine clusters of the tap water from the tanks 2 and 3 and the water finely dividing tank 4 to culture fermentation bacteria in large quantities, organic matter grinders 6 and 7 for receiving the supply of the organic matter such as discarded food or the like to grind the organic matter, an ultrafine particle forming device 9 for finely grinding the ground organic matter and the clusters of water on the basis of the theory of the water finely dividing tank 4 to form ultrafine particles and a fermentation accelerating tank 10 for culturing the fermentation bacteria from the fermentation bacteria culture tank 5 using ultrafine particles of the organic matter and water to treat the organic matter.
