PSOLUTION: This fermentation bacteria culture plant 1 is constituted of a seed bacteria tank 2 for housing fermentation bacterial seeds, an additive tank 3 for an additive containing molasses, a water finely dividing device 4 for receiving the supply of tap water (w) and finely dividing the clusters of the tap water by the impact force of the high speed water streams caused by a high pressure pump 41, shearing force by a large water stream difference and ultrasonic waves caused by the rupture of air bubbles, a fermentation bacteria culture tank 5 receiving the supply of the fermentation bacteria seeds, the additive and fine clusters of the tap water from the tanks 2 and 3 and the water finely dividing tank 4 to culture fermentation bacteria in large quantities, organic matter grinders 6 and 7 for receiving the supply of the organic matter such as discarded food or the like to grind the organic matter, an ultrafine particle forming device 9 for finely grinding the ground organic matter and the clusters of water on the basis of the theory of the water finely dividing tank 4 to form ultrafine particles and a fermentation accelerating tank 10 for culturing the fermentation bacteria from the fermentation bacteria culture tank 5 using ultrafine particles of the organic matter and water to treat the organic matter.
