PURPOSE: A guide device for insulating floating waste flowing on the river and a method thereof are provided to collect floating waste to the riverside by continuously arranging insulation guide screens without power corresponding to the flow direction of the river with the truss structure, and to prevent marine pollution by removing floating waste easily. CONSTITUTION: An insulation guide device of floating waste around the river is composed of an insulation guide screen(1) having a float lifting up by the magnetic force in an iron structure extended longitudinally with the truss structure and a fence plate mounted in the front against the flow of the river, and a pile(2) mounted in the river bed for supporting and fixing the insulation guide screen. A unit of the insulation guide device is composed of a set of two piles and the insulation guide screen. The insulation guide screen is fastened to the pile by binding, and the pile is lifted up and down according to the water level of the river by connecting the insulation guide screen to the pile by the wire.
