PURPOSE: A plasma welder and a method for fabricating a small-sized welding bellows are provided to easily fabricate the small-sized welding bellows by inserting a torch of the plasma welder into a hole of an inner section welding frame. CONSTITUTION: A plurality of diaphragms(21) is installed in an inner section welding frame(31) together with a ring-shaped jig(41) and slope-wave type jigs(45,46,47). A torch(11) of a plasma welder is introduced into a hole formed in the inner section welding frame(31) in such a manner that the torch(11) is positioned at inner peripheral portions of the diaphragms(21). The torch(11) generates flames in a diagonal direction or a horizontal direction towards the inner peripheral portions of the diaphragms(21). At this time, a turntable(51) is rotated so as to weld the inner peripheral portions of the diaphragms(21) to each other.
