PURPOSE: Provided is a production method of construction materials having low water absorption, high compression strength, low production cost and less environmental pollution by thermal treating sludge generated from waste materials and waste water. CONSTITUTION: The construction materials are produced by mixing 10-50wt.% of powdered sludge generated from waste materials and waste water, 40-50wt.% of cement and 10-20wt.% of solidifying material, followed by conventional process including forming, sintering and drying. The powdered sludge is prepared by mixing 1-99wt.% of sludge powder(20-50mesh) obtained from waste materials from industrial facilities such as steelmaking sludge, dust, fly ash, sewage sludge, lime sludge, etc. with 1-99wt.% of waste water sludge containing fluoric acid, drying the mixture at 30-100deg.C or at less than 60deg.C in a rotary kiln, firing at 500-2000deg.C and powdering to a size less than 6mm, wherein the used sludge are treated to have moisture content of 10-20% and size of 20-50mesh. The solidifying material contains 30-50wt.% of CaCO3, 15-40wt.% of silica, 10-30wt.% of Al2O3, 1-10wt.% of humic acid, 1-10wt.% of citric acid, 10-20wt.% of NaCl and 13-40wt.% of MgCl2.
