The structure has an optical waveguide (22) directed towards an optical cavity (24) containing fluid (26) e.g. refractive index fluid. The fluid is displaced to modify propagation of an optical beam transmitted by the waveguide towards the cavity. A heating electrode (32) induces heating of gas in a heating chamber (30) connected to the cavity, such that pressurized gas is sent to the cavity to displace the fluid.
