The device has a retaining unit (2) movable between a retracted position and a deployed position to permit to form a large guard rail. A control unit controls a jack type linear actuator (3) to move and maintain the unit (2) in deployed position and to restore the unit (2) in retracted position. The unit (2) is vertically movable to form a raised barrier. A net stretches across the device when the unit (2) is in deployed position.
