The wheel has panels (13) that are movable in translation along arms (7) radial with respect to a rotation axle (2) and are supported by the arms. The panels are disposed vertically and freely mounted in rotation around a geometric axis parallel to the axle of the wheel. The panels are mounted on hinges (12) that are spaced on the arms. The panels rotate between an initial position and an actuated position. An independent claim is also included for a mechanical energy converting installation comprising a windmill or hydraulic type wheel.
