The device has a drum (10) mounted freely in rotation with a vertical rotation axis, and connected on a displacement unit e.g. tractor, and equipped with working arms driven in rotation. The arms carry a wire (24). A stopping unit is utilized for stopping the rotation of the drum. The wire is radially assembled with respect to the arm. The drum includes two faces (16-1, 16-6), where the arms are assembled and fixed in angular displacement with respect to the corresponding faces. The drum is suspended with a gantry (12).
