The device has three interdependent functional parts including a rotation ring (1), a translation axle (2) and a translation ring (3), where the rotation ring rotates freely without any clearance around a rotation axis parallel with an axis to which rotation force is applied. One of ends of the translation axle is interdependent of the rotation ring so as to limit its movements to a rotation around an axis, where the rotation ring is positioned. The translation axle is cylindrical or sectioned according to application constraints for which the device is intended.
