PROBLEM TO BE SOLVED: To provide an ultraviolet-ray shielding agent easy to manufacture at a low cost, high in a ultraviolet-ray interception rate and stability to an external environment, and having high hardness.;SOLUTION: When an independent film of anodized alumina and an alumina thin film formed on a substrate and formed by completely anodizing aluminum are manufactured, and transmittance of these thin films is examined, it turns out that each of the thin films exhibits a flat spectrum at a transmittance around 90% in a wavelength region of 400-800 nm being a visible light region and hardly transmits an ultraviolet ray having a wavelength not smaller than 300 nm by rapidly decreasing the transmittance at wavelengths not smaller than 400 nm.
