PROBLEM TO BE SOLVED: To highly reliably determine a viewing extent indicating validity of a propaganda.;SOLUTION: A face extraction unit 4 extracts a face part of a human object from image data and determines face information of the extracted face area. A face information recording unit 5 records the face information. A face identification unit 6 compares face information implemented at fixed intervals with the face information in the face information recording unit and determines whether the extracted faces belong to the same person or not. A viewing time measuring unit 7 determines a viewing time from the time when the same person is detected to the time when the same person is not detected any more. A human figure attribute discrimination unit 8 determines the sex and the age of the human figure for which the viewing time is determined. A viewing extent calculation unit 9 calculates a viewing extent by sexes and by ages within a fixed period of time. A viewing extent information recording unit 10 records the viewing extent.
