Then, the temperature of a board with the discharge resistor R and the like mounted thereon is detected in a CPU 23; and when the board temperature is above a predetermined value, heat generation of the discharge resistor R is restrained, by stopping the adjustment of the charge capacity of the cell having a small dispersion of discharge capacity in the plurality of cells.
