PPROBLEM TO BE SOLVED: To properly adjust capacity according to a state of a battery pack. PSOLUTION: The SOC of the battery pack composed of a plurality of cells is calculated; the lower the calculated SOC is, the more a capacity threshold value SOC1 used as an operation condition of a capacity adjustment circuit for discharging each cell is reduced; and the higher the SOC of the battery pack is, the more the capacity threshold value SOC1 is increased. Thereby, an appropriate capacity threshold value is set according to the state of the battery pack, whereby a period without executing the capacity adjustment can be prevented from being extended and discharge of all the cells including the cells in an overcharge state can be prevented from being wastefully executed.
