PPROBLEM TO BE SOLVED: To provide a state-of-charge estimating method of a secondary battery for accurately estimating the state of charge (SOC) of the secondary battery, a recording medium for recording a program for making a computer execute the SOC estimating method and a battery control system. PSOLUTION: A SOC calculator of an ECU executes the program including a step for detecting a charging/discharging current IM and a battery temperature TM (S302); a step for determining a constant FI (X) used for calculating a polarization potential based on the detected charging/discharging current IM and the battery temperature TM (S304); and a step (S306) for calculating a polarization potential from an arithmetic expression VD(J)=VD(J-1)1/exp(1/)+FI(X)exp(-ASOC(J-1))/ using the constant FI(X), an estimation value of SOC, and the polarization potential previously calculated.
