PROBLEM TO BE SOLVED: To provide a flexible and efficient in-vehicle information delivering system which can be applied preferably in the case that many base stations are arranged to a train, and to provide an on-vehicle base station apparatus and a method of delivering information.;SOLUTION: A scatter network is constituted by providing the on-vehicle base station including a Bluetooth (R) communication apparatus and a memory device to each vehicle and further a Bluetooth communication apparatus with a base station outside a vehicle in the on-vehicle base station of a head vehicle. The base station outside the vehicle has a Bluetooth communication device for transmitting information to the on-vehicle base station of the head train, and is connected to a server for storing the providing information. When the base station outside the vehicle transmits the information to the on-vehicle base station of the head vehicle, the on-vehicle base station of each vehicle rewrites the information of each memory device, and performs the operation for sequentially transmitting the information to the other on-vehicle base stations.
