PPROBLEM TO BE SOLVED: To provide a technique evaluating device capable of reading an intellectual property action, a germ and a sign of a new technique or the like in a legal person, an enterprise, a research institution, a university or the like, making the best use of a deviation degree from a main field thereof computed as a deviation value on the basis of a new field technique, a specific technique, a very popular technique or the like as to the technique described in a technical literature, using the literature, and a method therefor. PSOLUTION: This technique evaluating device extracts and acquires a keyword contained in the technical literature of an investigation object, computes a ratio thereof to the total number of the technical literatures in an objective population, computes the ratio in every of the individual keywords to calculate a similarity rate of the technical literature, and evaluates accurately an invention, the technique and an intellectual property described in a patent gazette, that is an action situation near to actual one and an outcome thereof, using the individual technical literature distributed in an area of the deviation degree deviated greatly out of a range of about one standard deviation from an average value in a distribution of the similarity rates, as the technical literature corresponding to a typical technique of the enterprise, or as the technical literature corresponding to an exceptional technique.
