PROBLEM TO BE SOLVED: To execute conversion with high precision in realtime by providing a conversion filtering means for executing the filtering processing of a sampling signal by means of a specified conversion ratio and outputting a filtering signal and a down sampling means for executing specified down sampling. ;SOLUTION: The conversion filtering means 3 executes the filtering processing of the sampling signal DS by one of the conversion ratio of 147/160, 160/147 or 1/1 and outputs the filtering signal DF to a low pass filter means 4. The low pass filter means 24 permits the low band component of the filtering signal DF to pass and outputs the low band component signal to the down sampling means 5. The down sampling means 5 permits the low band component signal to pass based on the sampling frequency fIN of an input signal DIN and the sampling frequency fOUT of an output signal DOUT or executes 1/2 or 1/3-down sampling so as to output it as the output signal DOUT.;COPYRIGHT: (C)1999,JPO
