PROBLEM TO BE SOLVED: To provide an application management system suitable for, without establishing a connection environment with networks and local terminals, distributing applications and managing licenses and managing licenses of a plurality of applications separately.;SOLUTION: A portable terminal 200 distributes an application of an EPROM 56 and license information corresponding to it to an off-line printer 300, when the license information is received with a confirmation request, judges whether or not the portable terminal has the eligibility for use of the application based on the received license information and transmits an authentication reply or a denial reply to the off-line printer 300.
