PROBLEM TO BE SOLVED: To facilitate manufacture of a coupling structure by obtaining primary elastic water cut-off material easy to handle with effective quality. ;SOLUTION: To obtain a primary elastic water cut-off material 3 of a slender shape to form a water cut-off part between opposed end faces of a pair of civil engineering molds used to form a watertight cavity and disposed therebetween, molding material of the material 3 is prepared. The material contains main agent and curing agent. And, the material is cast in a mold 1 for manufacturing the primary elastic water cut-off material.
